Job Description

The essential function of the position within the organization is to design, produce, coordinate and release law/court-related information to the public. The position is responsible for media relations, production of informational and educational materials, assisting with special events, maintaining a web site, and performing related clerical tasks. The position works under general supervision independently developing work methods and sequences.


Summary of Position

This is responsible public relations work scheduling and coordinating numerous court special events and special projects, including the design, production, scheduling, and release of printed and online information and materials related to those events, providing photography and photo editing and dissemination of photos post-event, and performing related clerical tasks in support of event and special project requirements as identified by the Director of the Office of Government Liaison & Public Relations. The Communications Specialist is also responsible for performing a variety of critical media relations functions as assigned by the Director. Develops and maintains working relationships with judges, personal staff, court administration staff, clerk of the courts, and other justice and local government partners, and represents the Eleventh Judicial Circuit positively and professionally in interactions with those participating in Court special events and projects.


Employees in this classification may also be responsible for assisting the advancement of the court’s legislative agenda, and for coordinating and participating in community outreach events. The Communications Specialist must exercise considerable judgment in the application of public relations and journalistic principles and practices, and must have highly developed organizational and time-management skills in order to successfully manage multiple projects simultaneously. In addition, the Communications Specialist must have the ability to deal tactfully with officials in the public and private sectors.  This position supports the efforts of the Director and requires initiative to advance the goals set by the Director.



•              Handles the design, production, scheduling, and release of public information and related materials in connection with court special events and projects.

•              Produces various court publications, both in print and electronic, using word processing, online content management software and desktop graphic design equipment and software.

•              Creates and edits critical public information materials, such as bulletins, flyers, posters, reports, brochures, pamphlets, newsletters, articles and related publicity materials – both printed and online.

•              Participates in the scheduling and coordination of events such as student and public courthouse visits, special court events, and community outreach programs, and performs other logistical functions as needed for those events.

•              Coordinates special events/projects for the circuit and takes photographs at these events for archival/publications/publicity use. Is knowledgeable in use of professional photography equipment and photo editing software.

•              Provides information to educational, civic and governmental groups through special educational court programs and materials.

•              Disseminates critical written and online material and provides answers to court-related questions to members of the public, visitors, and assists the Director with media requests.

•              Reviews and revises on a periodical basis, public information material that has a long shelf life; frequently updates Web content.

•              Assists with advancing the court’s legislative agenda as needed.

•              Assists the Director as requested.

•              Performs related work as required. 

Education and Training Guidelines


·         Bachelor’s degree in journalism, advertising, marketing, public relations or a closely related field.

·         Additional relevant experience may substitute for the recommended educational level on a year-for-year basis.



·         Two years of related experience.

·         Additional relevant education may substitute for the recommended experience on a year-for-year basis, excluding supervisory experience.

Equipment Usage - Handles machines, tools, equipment, or work aids involving moderate latitude for judgment regarding attainment of standard or in selecting appropriate items, such as computers, peripherals, or software programs, such as word processing or custom applications such as Desktop Publishing.


Safety of Others - Requires some responsibility for safety and health of others and/or for occasional enforcement of the standards of public safety or health.

Special Comments

Preferred Qualifications

Graduation from a four year college or university with major course work in public relations, communications, journalism, advertising, marketing or a closely related field; and two years of experience in the coordination of special events, production of newsletters, flyers, programs, reports and other publications, or any equivalent combination of education and experience which provides the following knowledge, skills and abilities:


•              Knowledge of and willingness to learn public relations, public information and journalism principles and techniques, and technology used in print and online publications management and production, and their application in an organizational context.

•              Knowledge of and ability to use a personal computer, the Internet, Word, desktop graphic design software, online content management software, social media – Adobe Illustrator, Photoshop  and Quark Software for Mac preferred. 

•              Knowledge of and willingness to learn the principles, functions, and techniques of communication, journalism, writing and editing, and proofreading for print and online publication.  

•              Knowledge of professional photography techniques and their use in photography as well as photo editing for print and online publication of photographs.

•              Highly proficient knowledge of English language usage – oral and written – along with knowledge of special requirements for press communications.

•              Ability to write clearly and concisely using correct grammar. 

•              Ability to prepare, write and assemble reports, speeches, press releases, and public service announcements.

•              Knowledge and willingness to learn techniques and procedures for dealing with local and visiting dignitaries, members of the public, and representatives of the mass media.

•              Ability to understand and learn the operation and jurisdiction of the Eleventh Judicial Circuit of Florida.

•              Ability to support current and long-range public information programs for the court.

•              Ability to apply State of Florida public records laws. 

•              Ability to work successfully under pressure on multiple projects with multiple deadlines.

•              Ability to meet deadlines while managing multiple projects, priorities and activities – ability to adjust to frequent changes in priorities and activities for any given day.

•              Ability to demonstrate highly developed organizational skills and attention to detail.

•              Ability to research, assess, and analyze legislative and judicial branch information.

•              Ability to work with school teachers, students and others in the education field to support and promote the court’s educational programs.

•              Ability to work effectively with judges and staff from a variety of divisions and functions within the court and establish effective working relationships with the judiciary, court managers, elected and appointed government officials and the mass media.

•              Bilingual English/Spanish preferred.


WORKING CONDITIONS:  Moderate noise; business office home base, with frequent travel to other courthouse and event locations within Miami-Dade County.


PHYSICAL DEMANDS:  Work involves a significant amount of driving from one location to another, standing, walking, sitting, talking, listening, and reaching with hands and arms; must be able to transfer up to 10 pounds.
